You've always had to identify faces on multiple machines in order to use the faces album. In iOS 10 and Sierra this is called the People Album. Are these STILL not in sync across devices? I really don't want to take the time to identify people on every device I use if I don't have to. It's such a cool album I would think this would be shared with the rest of our photos in iCloud.
Until Sierra is released no one can answer that - My guess is you will be able to but until the software is released everything is pure speculation

SSierra is out in GM form. Even removing Sierra from the equation, my iPad and iphone are not in sync, both on iOS 10
With the currently released software faces are not synced from the Mac to iCloud Photo Library
Nothing about IOS releases affects the Mac OS X in anyway

The iOS devices are supposed to be in sync: Wait until the faces scan is complete. It may take a while with the originals in iCloud.

OK great that's what I assumed and was hoping, strange then that I see a different set of identified people on my iPad vs my iPhone with the same login. I wonder if it needs to complete first, it's been stuck with 500 images to scan for the last day.
The scan on my iPhone has not finished either, and Photos did not use any faces names from my iCloud Photo Library so far, that were already available from my Mac library. Perhaps we will have to wait for the first update, but it is encouraging that syncing Persons is promised in the user guide.
